PTA Starts Granting District-Level Internet Licenses

In a significant move to empower local businesses and expand digital access, the Pakistan Telecommunication Authority (PTA) has officially started granting Class Licenses for providing Internet services at the district level.

Details of the New Licensing Framework

This initiative is a core part of the authority's strategy to foster local entrepreneurship and significantly increase broadband penetration across all regions of Pakistan. The newly introduced Class License will be valid for a period of ten years.

Prospective applicants must be prepared for a defined financial commitment. There is a one-time Initial License Fee of Rs. 300,000 (three hundred thousand rupees). Additionally, an Annual License Fee (ALF) of Rs. 100,000 for the first year is required to be paid alongside the initial fee before the license is activated.

It is important for potential licensees to note that the ALF for the following years must be paid in advance. This fee is subject to an annual increase of 10%, a factor that businesses need to account for in their long-term planning.

How to Apply for the District Internet License

Interested parties are directed to follow the official checklist and submit their applications digitally. All submissions must be made through the PTA's dedicated online portal at: https://eservices.pta.gov.pk.

The PTA has reiterated its dedication to this cause, stating it remains committed to promoting digital inclusion, strengthening the nation's broadband infrastructure, and facilitating overall growth within the telecommunications sector.

Government Reflects on Digital Progress

In a related development, Federal Minister for Information Technology and Telecommunication, Shaza Fatima Khawaja, reviewed a year of substantial progress in Pakistan's digital transformation journey. In a year-end message, she highlighted that 2025 saw significant momentum in building digital infrastructure, expanding connectivity, and creating a favorable environment for innovation and startups.

The minister also expressed gratitude, stating, "The Ministry of Information Technology & Telecommunication extends sincere appreciation to our local and international development partners, industry, DFIs, civil society, friendly countries and all stakeholders for their continued collaboration and support."

This dual announcement from the regulator and the ministry underscores a coordinated national push to bridge the digital divide and harness the economic potential of widespread internet connectivity, starting from the district level.
