The Pasban Union (Registered) Municipal Corporation has removed its Joint Secretary, Irshad Hussain, from his organisational position following departmental proceedings in a case involving the alleged illegal transfer of a shop that was allotted around 45 years ago. The case came to light after a complaint was filed by Dr. Khurram Suhail Raja, who alleged that a shop located opposite St. Raphael Hospital, originally allotted to his late mother, Fatima Abid, had been unlawfully transferred to another person.
Inquiry Findings
An inquiry conducted under the Punjab Employees Efficiency, Discipline and Accountability Act, 2006 reportedly found evidence of irregularities and alleged tampering with official records. According to the inquiry report, Irshad Hussain and Niaz Hussain were held responsible for the irregularities. After being given an opportunity for a personal hearing, both officials failed to satisfactorily defend themselves against the allegations.
Penalties Imposed
Based on the findings of the inquiry, Commissioner and Administrator of the Municipal Corporation Faisalabad, Musarrat Jabeen, ordered the dismissal of Niaz Hussain from service, while Irshad Hussain was penalized with the stoppage of three annual increments for a period of three years.
Union’s Stance
In a statement, the Pasban Union said there was no place in the organization for individuals involved in corruption, misuse of authority, or actions that undermine public trust. The union reiterated its commitment to transparency, accountability, merit, and a zero-tolerance policy against corruption.
