Punjab Government Launches Integrated CFMS and PMIS to Enhance Criminal Justice Efficiency

The Punjab government officially inaugurated the integrated Case Flow Management System (CFMS) and Prison Management Information System (PMIS) on Thursday, marking a significant advancement in improving efficiency, transparency, and coordination within the province's criminal justice framework. The launch ceremony took place at the Punjab Home Department, where key stakeholders gathered to witness this transformative initiative.

High-Level Representation and International Support

Provincial Minister for Health and Chairman of the Cabinet Committee on Law and Order, Khawaja Salman Rafique, represented Chief Minister Maryam Nawaz Sharif at the event. The ceremony also featured notable attendees, including US Consul General Stetson Sanders, UNODC Country Representative Troels Vester, senior government officials, and representatives from key justice sector institutions. This project has been realized through financial backing from the US Embassy's Office of International Narcotics and Law Enforcement (INL) and technical assistance from the United Nations Office on Drugs and Crime (UNODC).

Digital Integration for Real-Time Tracking

The integrated CFMS-PMIS aims to digitally link prosecution and prison records, enabling real-time tracking of cases and prisoners across various departments. This technological upgrade is designed to streamline operations and reduce delays in the justice delivery process. During his address, Khawaja Salman Rafique emphasized that this launch represents a landmark day for Punjab's justice system, conveying the chief minister's appreciation to international partners and highlighting the initiative as a major reform to make justice faster, fairer, and more transparent.

Benefits for Vulnerable Communities and Institutional Strengthening

Rafique noted that the $1.31 million project significantly strengthens digital case management by ensuring seamless coordination between prosecution and prison departments. He stressed that these reforms extend beyond technology, focusing on people, with a public access module allowing families to securely check case progress and detention status online. Annually, over 2.2 million users, particularly from vulnerable and marginalized communities, are expected to benefit from this system. Additionally, UNODC has provided critical IT infrastructure to the Public Prosecution Department, facilitating timely hearings, improved decision-making, and protection of the right to a fair and speedy trial.

Commitment to a Unified Digital Ecosystem

The Punjab government is committed to integrating all criminal justice institutions into a unified digital ecosystem, as stated by Rafique. US Consul General Stetson Sanders and UNODC Country Representative Troels Vester echoed this sentiment, highlighting that the integration of CFMS and PMIS will enhance institutional coherence and effectiveness through technology-driven reforms combined with capacity building. Secretary Prosecution Punjab Salman Ghani added that the system will grant prosecutors immediate access to case data, improving case preparation, coordination, and overall performance.

Implementation and Sustainability Measures

To ensure effective implementation and sustainability, ICT equipment was handed over to the Prosecution and Prisons departments during the ceremony. This step underscores the government's dedication to maintaining and expanding the digital infrastructure for long-term benefits in the criminal justice sector.
