KP Local Government Representatives Escalate Threats of Protest in Peshawar
Local government representatives from Khyber Pakhtunkhwa have issued renewed threats to stage a large-scale protest demonstration in Peshawar, citing persistent issues with the non-release of development funds, the non-transfer of administrative and financial powers, and what they describe as ongoing exploitation. A significant number of chairmen, councillors, and other elected officials from Shangla District have already departed for the provincial capital to ensure representation from their village councils in the planned protest.

Speaking to media personnel before their departure, the representatives from Shangla highlighted that several years have elapsed since their election, yet they have not received the promised development funds or the powers necessary to function effectively. They emphasized that they were elected through a democratic mandate by the people of their areas, but without adequate resources and authority, it is impossible to address public issues and deliver essential services at the grassroots level.
Allegations of Symbolic Governance and Broken Promises
The representatives alleged that despite repeated assurances from the provincial government regarding the devolution of powers to the local level, no practical steps have been taken to fulfill these commitments. According to them, under the current circumstances, local government institutions have been reduced to mere symbolic bodies, with elected representatives deliberately kept powerless. They warned that this situation undermines the core purpose of local governments and contradicts the principles of participatory governance.
Criticism of Ruling Party's Policies
They further noted that despite the ruling party, Pakistan Tehreek-e-Insaf, holding a majority in the province, local government representatives continue to be ignored. This, they argued, is inconsistent with the party's stated policy of devolving authority to the grassroots level. They contended that this approach not only weakens the local government system but also goes against the spirit of democracy, as it deprives citizens of effective representation and service delivery at the community level.
Threats of Expanded Protest Movement
The representatives warned that if their demands are not addressed promptly, they will expand the protest movement. In such a scenario, they plan to mobilize representatives from other districts across the province and bring them to Peshawar to intensify the campaign against what they term systematic neglect of local governments.
Detailed Demands from Association President
Providing further details, Ali Bash Khan, President of the Shangla Local Government Chairmen Association, stated that this protest marks the eighteenth demonstration by local government representatives against the government to date. He clarified that their demand is straightforward: the local government system in Khyber Pakhtunkhwa has become completely paralyzed, a situation they refuse to accept. He added that over the past four years, the continued unavailability of funds has caused significant anxiety and frustration among elected local representatives, hindering even basic development and welfare initiatives in their respective areas.
Specific Demands for Resolution
Khan demanded the immediate release of four years' worth of pending development funds. He also called for amendments to the local government law through the provincial assembly to grant a two-year extension to the existing local government setup. Alternatively, he proposed holding fresh local government elections within 90 days to restore the democratic mandate at the grassroots level.
