Iran's state news agency IRNA on Wednesday published the text of an Islamabad memorandum of understanding between Iran and the US that outlines a roadmap to end their military conflict and negotiate a final agreement. Below is the 14-point document released by Tehran:
Key Points of the Memorandum
1. Cessation of Military Operations: The Islamic Republic of Iran, the United States, and their respective allies declare an immediate and permanent cessation of military operations on all fronts, including in Lebanon. They commit not to initiate any war or military operation against one another in the future and to guarantee Lebanon's territorial integrity and sovereignty.
2. Respect for Sovereignty: Both nations commit to respecting each other's sovereignty and territorial integrity and to refraining from interference in internal affairs.
3. Negotiation Timeline: Negotiations for a final agreement will be conducted within a maximum of 60 days, extendable by mutual consent.
4. Lifting Naval Blockade: The US will begin lifting its naval blockade against Iran immediately upon signing and will completely terminate it within 30 days. The US also commits to withdrawing military forces from the area surrounding Iran within 30 days of a final agreement.
5. Safe Passage for Commercial Vessels: Iran will ensure safe passage for commercial vessels free of charge for 60 days between the Persian Gulf and the Gulf of Oman. Commercial shipping will resume immediately and be fully restored within 30 days, subject to mine-clearing operations by Iran.
6. Reconstruction Aid: The US commits to establishing a program providing at least $300 billion for Iran's reconstruction and economic development, with implementation finalized within 60 days as part of the final agreement.
7. Sanctions Relief: The US commits to ending all sanctions against Iran, including UN Security Council resolutions, IAEA Board of Governors resolutions, and US unilateral sanctions, according to a mutually agreed timetable.
8. Nuclear Program: Iran reaffirms it will neither produce nor acquire nuclear weapons. Both sides agree to resolve the status of stored enriched materials through a mutually agreed mechanism, at minimum through on-site dilution under IAEA supervision.
9. Status Quo: Both sides agree to maintain the status quo until a final agreement is reached. Iran will maintain its current nuclear program, and the US will impose no new sanctions or deploy additional military forces to the region.
10. Oil Exports: The US commits to issuing Treasury Department waivers for the export of Iranian crude oil, petrochemical products, and related services immediately upon signing.
11. Frozen Assets: The US commits to making all restricted or frozen Iranian funds and assets fully available for use upon implementation of the memorandum.
12. Implementation Mechanism: Both sides agree to establish a mechanism to monitor execution of the memorandum and future compliance with the final agreement.
13. Negotiations on Remaining Clauses: Following the signing and subject to implementation of Clauses 1, 4, 5, 10, and 11, negotiations on a final agreement will begin exclusively concerning the remaining clauses.
14. UN Endorsement: The final agreement will be endorsed by a binding resolution of the United Nations Security Council.
