KP Education Minister Directs BISEs to Formulate Uniform Exam Policy & E-Marking System
In a significant move to reform the provincial education assessment framework, Khyber Pakhtunkhwa Minister for Elementary and Secondary Education, Arshad Ayub Khan, has issued directives to all Boards of Intermediate and Secondary Education (BISEs) in the province. Chairing a high-level meeting of provincial examination boards in Peshawar on Thursday, the minister emphasized the urgent need for a standardized and transparent examination process across Khyber Pakhtunkhwa.
Key Directives for Examination Boards
Minister Arshad Ayub Khan instructed the chairmen of all BISEs to prepare a comprehensive policy for a uniform examination system. This initiative aims to eliminate disparities and ensure consistency in assessment standards throughout the province. Additionally, the minister called for the formulation of effective legislation and strategic measures to curb malpractice and cheating during examinations, which have long plagued the educational landscape.
A major decision taken during the meeting was the mandatory implementation of an electronic marking (e-marking) system for upcoming examinations across all boards. This technological upgrade is expected to enhance accuracy, reduce human error, and speed up the evaluation process, thereby increasing overall efficiency.
Strengthening Examination Integrity
The meeting, attended by Secretary Elementary and Secondary Education Muhammad Khalid, BISE chairmen, and other senior officials, resulted in several crucial resolutions to bolster the integrity of the examination system:
- Immediate introduction of e-marking for at least three papers in each board to pilot the new system.
- Development of a framework for the allocation of duties during examinations to ensure smooth conduct.
- Discussion on a proposal to establish independent inspections of examination centres under a joint inspectorate system, aimed at strengthening monitoring and accountability mechanisms.
- Recruitment of newly graduated candidates as invigilators through advertised vacancies, while imposing a ban on staff migration during the examination period to maintain stability.
Minister's Vision for Educational Reform
Addressing the participants, Minister Arshad Ayub Khan underscored that ensuring a transparent, efficient, and credible examination process is the primary responsibility of board chairmen. He stressed the importance of providing equal opportunities to all students and ensuring educational facilities without any discrimination.
The minister highlighted the government's broader objective to shift students away from an excessive focus on marks. In line with this, a new Detailed Marks Certificate (DMC) is being introduced and carefully reviewed to reflect a more holistic assessment approach, promoting overall student development rather than mere numerical scores.
Furthermore, Mr. Ayub directed the board chairmen to adopt improved strategies for the development of the education sector. He emphasized the need for regular consultative meetings to resolve outstanding issues and achieve long-term educational objectives, fostering a collaborative environment for continuous improvement.
This comprehensive overhaul of the examination system in Khyber Pakhtunkhwa marks a pivotal step towards enhancing educational standards and restoring public trust in the assessment process.
